CONSTRAINTS

What is generally required from transportation systems is that they provide adequate transportation of goods and persons, appropriate to the expected socio-economic circumstances of the community, at tbe minimum cost.

lf one wants to identify policy options for transportation systems in general or - in this case - "the bicycle" system in particular, it might be beneficial to start with a survey of possible constraints which might ( severely ) frustrate these option(s). These constraints are three-fold:

  • Political constraints,
  • Financial constraints,
  • Operational and resource constraints.
