RECOMMENDATION

It is hoped that this introductory paper can generate comments from a range of potentially interested "parties", such as

  1. Technical Aid Organisations (Possible "donor"-countries),
  2. Appropriate Minitries or City Authorities in (African) developing countries,
  3. The bicycle(moped?) industry,
  4. World Bank exports on transportation planning & implementation.

In case the presented thoughts are not considered irrelevant or utopian, it might be useful to call for a "Task team" of representatives of different interests and disciplines, in order to elaborate on the pros and cons, and to prepare a detailed sort of pilot-scheme.
